Steve Belcher

Several individuals were indicted last Wednesday by the Johnson County Circuit Court, including a Paintsville man who allegedly made a threat toward a school.

Steve Belcher, 52, of 4th Street in Paintsville, was charged by the grand jury for terroristic threatening in the second degree, a class D felony which carries a potential prison sentence of between one and five years and a mine of no more than $10,000, if he were found guilty, for an alleged incident which occurred in February.

According to the indictment, Belcher allegedly intentionally threatened to commit an act likely to result in the death or serious injury “to any person at a scheduled event, any person at a place of worship, any student group, teacher, volunteer worker, elementary or secondary school, vocational school, other person reasonably expected to lawfully be on school property or at a school sanctioned activity, if that threat is related to their employment by the school, or work, or attendance at the school, or school function.”

According to court documents, Belcher did not need to specifically identify the person or persons the threat was made toward in order to violate this section of KRS: 508.070.

Others indicted include:

Heather Halcomb, 45, of Paintsville on charges of trafficking a controlled substance greater than two grams(methamphetamine, first degree) and trafficking within 1000 feet of a school.

Nicholas Ferguson, 41, of Sitka, on charges of escape in the second degree, theft of over $500 and persistent felony offender, first degree.

James Powell Lemaster, 62, of Keaton, on a charge if escape in the second degree.

Mark A. Blankenship, 32, of Van Lear, on charges of receiving stolen property over $10,000, operating a motor vehicle under the influence of drugs and alcohol, possession of marijuana and possession or use of drug paraphernalia.

Tommy Castle, 24, of Paintsville, on charges of criminal mischief, first degree, and persistent felony offender in the second degree.

Alexander Jaynes, 45, of Flat Gap, on charges of promoting contraband in the first degree and tampering with physical evidence related to an incident at the Big Sandy Regional Detention Center.

Craig A. Preston, 48, of Flat Gap, on a charge of possession of a controlled substance (methamphetamine, first degree) or complicity.

Johnny Goble, 36, of Paintsville, on charges of intimidating a witness in the legal process and persistent felony offender in the first degree.

Brian T. Napier, 39, of Thealka, on charges of fleeing and evading police in the first degree, wanton endangerment in the first degree, persistent felony offender in the first degree, failure to maintain required insurance, operating a motor vehicle on a suspended or revoked operators license, obstructed vision or windshield and failure to wear seatbelts.

Anthony Ratliff, 36, of Hager Hill, on charges of strangulation in the second degree, persistent felony offender, first degree, assault on a peace officer in the third degree and assault in fourth degree with 2 counts of domestic violence.

Kenneth B. Cantrell, 32, of Meally, on charges of fleeing and evading police in a motor vehicle, first degree, fleeing and evading police on foot, first degee, wanton endangerment, first degree, persistent felony offender, second degree, criminal mischief, first degree, resisting arrest and an all terrain violation.

Christopher Kestner, 46, of East Point, on a charge of possession of a controlled substance (methamphetamine, first degree) and complicity.

William McCarty, 33, of Hager Hill, on a charge of possession of a controlled substance (methamphetamine, first degree) and complicity.

Danny Young, 34, of Hager Hill, on a charge of possession of a controlled substance (methamphetamine, first degree) and complicity.

Jonathan E. Burns, 43, of Piketon, Ohio, on a charge of flagrant non-support.

Jackie J. Dorris, 50, of Fostoria, Ohio, on a charge of flagrant non-support.

Jason Castle, 35, of Paintsville, on a charge of flagrant non-support.

George L. Whitaker, 47, of Blaine, on a charge of flagrant non-support.

Adam C. Vanhoose, 32, of Staffordsville, on a charge of flagrant non-support.

Robbie O. Reed, 42, of Salyersville, on a charge of flagrant non-support.

Carlos S. Hammond Jr., 37, of Louisa, on a charge of flagrant non-support.

Kevin Howard, 40, residence unspecified, on a charge of flagrant non-support.

Michael Barnett, 33, of Boons Camp, on charges of fleeing and evading police in a motor vehicle, first degree, fleeing and evading police on foot, first degree, two counts of wanton endangerment, first degree, persistent felony offender, first degree, and resisting arrest.

Christopher Arms, 30, of Hager Hill, on charges of tampering with physical evidence and possession of a controlled substance (methamphetamine, first degree).

Joseph Meade, 33, of Paintsville, on charges of possession of a controlled substance (cocaine, first degree) and possession or use of drug paraphernalia.

Carrie Collins, 42, of Hager Hill, on charges of possession of a controlled substance (methamphetamine, first degree), possession or use of drug paraphernalia and possession of marijuana.

Ervin P. Sartin, 53, of Paintsville, on a charge of fraudulent use of a credit card over $500 and complicity.

Alex R. Castle, 37, of Paintsville, on a charge of fraudulent use of a credit card over $500 and complicity,

Brian Blair, 40, of Hager Hill, in charges of escape in the second degree, theft of over $500 but less than $10,000 and persistent felony offender in the second degree.

Lacy Howell, 21, of Sitka, on a charge of escape in the second degree.

Jeremy Burchett, 44, of Paintsville, on charges of escape in the second degree and persistent felony offender in the first degree.
